The Corpus of Spoken American English (CSAE) project at UCSB has developed and released several tools, including VoiceWalker, a transcription tool for audio and video, and SoundWriter, which permits aligning portions of transcripts with sound files via SMPTE time codes. They have also developed their own set of transcription conventions.
